You mentioned that on Pesach, you have to get rid of any found chametz, and flush it down the toilet. However, I remember having learned that chametz on Yom Tov is muktsah, and you must not move it, but rather put a vessel or other object over it as a reminder not to eat it, and after Yom Tov you destroy it. The impresssion the Rav gave from the video was that one can move chametz on Yom Tov.

Shulchan Aruch 446 says that if you find chametz on chol hamoed you should take it out and burn it immediately. If it is yom tov then you should cover it with a vessel (to prevent you from eating) wait till night and then take it out to burn.
It is not perfectly clear why the chachamim didn’t want us to throw the chametz away on yom tov. To turn it into crmbs and throw it to the wind. Mukza should have taken second place to the biblical prohibition of hametz on Pesach. Perhaps that case is only when you have already done bitul. cf. Beer Heitev ad loc.
